I was reading an article yesterday in The Straits Times and they mentioned that China at one time decided to have a major focus on providing incentives for criminals to go to jail. You know, one of the reasons why the crime rate has gone up is that crime has become cool. What I will say is that we have to examine and also explore the reasons why it has gone so out of hand. I will not succumb to the urge to make a knee-jerk reaction on that part and argue that as long as the murders go unreported, that’s okay. Unfortunately, there are many serious crimes committed in our society that go underreported. There will be justice for the victims of crime. We will be a law-and-order society but also a justice society. Our position on the law and order issue has got to be a balance. We are constantly looking to the police to make sure that our penal law is applied vigorously and fairly. So while we will never abolish the police, we will abolish the police laws that are too draconian. Just as a society benefits when we push the envelope when it comes to the rule of law, we also benefit when we punish the law breakers. Now I want to make clear at the outset that this government doesn’t want criminals who violate the law to be off scot-free. In other words, we have a society where there is a police force that goes after criminals. What I will say is that I will never denounce the fact that we have a law-and-order society. I think it’s a good question to ask and it’s one that we ask the police in our country.
